Addressed to Hong Kong 238 December 20.

Japanese Consul-General informed me mail will be sent to Macao from Canton by military transport on December 22 and that this transport will leave Macao for Canton at 7 a.m. December 23 and will bring any mail from Hong Kong for Canton which may be sent to Macao in time to be put on board. I suggest that Postmaster General, Hong Kong should make arrangements accordingly with postal authorities Macao.

2. On December 13 he told me in reply to my private representations about postal difficulties that he hoped to arrange such a service at least every 5 days.
